西安严控疫情 民怨升高官员头疼

（西安28日讯）中国西安冠病疫情持续严峻，当局祭出封城等严格管控后，27日西安市新增175例确诊病例，人数持续破百，有外地考生受困西安，甚至一度面临断粮危机。
中国本土疫情延烧多天，最严重的陕西省西安市确诊数持续破百，已连续3天创下自去年3月以来的新高。根据中国卫健委周二（28日）公布的数据，12月27日中国共新增确诊本土病例182例，其中有175例都出现在西安市，最小的病例是仅6个月大的婴儿。
西安确诊人数居高不下也显现出封城及其防疫措施都尚未能控制疫情，目前当局正提升防控等级，实施严格的交通管控，却也造成当地居民诸多不便。
根据规定西安居民从27日起，除了核酸采样不能出门或聚集，如拒不配合，最高可处行政拘留十日并处五百元人民币罚款，同时要求非民生保障车辆不得上路。
滞留考生抱怨不便
日前，从外地到西安参加考研的学生结束考试，却得面临如何回乡的问题。 《澎湃新闻》报导，许多外地学生仍住在酒店，但因酒店要暂时歇业而无法续住，有些人甚至因为餐厅关闭，连基本三餐都出现问题。
有学生向当地媒体表示，去超市时发现桶面已经卖完，只好买了馒头、辣酱和酸辣粉。一名化名为小李的学生说，考试前她和母亲买的豆浆粉和水果已经吃完，外面的饭店、小吃店、便利店基本都不营业了，他并说外卖更少，骑手也少，配送费也贵，很难叫外卖。
也有来自四川的考生表示预定的酒店因客人少加上防疫要求需暂时歇业，逼得他只能赶紧找其他酒店入住。另一名陕西安康的考生则是在考前一天酒店被取消，后来找到的酒店又因为有人确诊而歇业，后来在离考点大约3公里的地方才到另一家酒店，“还好找到了(酒店)，当时真的太绝望了，”他说。
考生所遇到的困境也受到当地政府的关注，中国媒体引述陕西省教育考试院27日发布的消息称，因交通管控而滞留西安的考生，生活确有困难的，可以拨打市民热线寻求协助。
为何确诊数据居高不下？
除了因防疫措施所造成的民怨不断，当地人更想知道为何严格管控下仍未能控制疫情。西安市疾控中心副主任卫晓丽27日对媒体解释，近期病例增多主要是因为西安市加大了大规模核酸筛查的力度，而发现了更多隐匿性的病例。
另外一个原因则是出现的新的风险点，因人员高度密集和流动导致病例波及的范围较广，短期内病例报告快速增长的情况。当局也提醒，本轮疫情目前仍处于胶着期，陕西本轮疫情预计在短时间内病例数仍会处于持续上升状态，不排除会出现一些点状暴发。
当局防疫不力也遭受批评，中新社旗下的《中国新闻周刊》日前发表“拷问西安疫情 千万人口重镇应急表现何以如此”文章，内容直言西安溯源工作缓慢混乱、健康码系统崩溃等现象。批评防疫应急的表现“令人大失所望”。
